MAZINAIGANPAGE10FALL2013MININGOdanahWis.OutsidethecontroversyinIronCountyovertheLCOHarvestCampfewchangeshaveactuallytakenplaceontheminingsceneinthecededterritoriessinceourspringedition.NeverthelessMazinaiganprovidesabriefupdateonthestatusofseveralkeyminingoperationswhichGLIFWCcon-tinuestomonitorduetotheirpotentialtoimpactOjibwetreatyrightsandharvestopportunities.MinnesotaPolymetMineThepreliminarydraftSupplementalEnvironmentalImpactStatementEISfortheproposedPolymetprojecthasbeenreviewedbytheleadandcooperatingagenciesincludingtribesandGLIFWCinvolvedintheproject.ThisistheseconddraftEISforthisprojectthefirstwasrejectedbytheEPAusingmanyofthecritiquesalsomadebytribalcooperators.ThedraftEISislikelytobereleasedforpubliccommentinAugustorSeptember.GLIFWCandtribalstaffspentagreatdealoftimereviewingthepreliminarydraftEISandworkingwiththeleadagenciesMinnesotaDNRtheArmyCorpsandtheForestServicetoensurethatwhenthedraftEISisreleasedtothepublicitappropriatelyincludestribalperspectivesandconclusionswheretheydifferfromthoseoftheleadagencies.WisconsinPenokeeIronMineGogebicTaconiteGTacsubmittedanapplicationforanexplorationlicenseonMay16anditwasissuedonMay30bytheWisconsinDepartmentofNaturalResourcesDNR.Thecompanyhadappliedtodrill13exploratoryboreholesbutwithdrewandresubmitteditsapplicationrevisingitsproposaltoeightholesafterasitevisitshowedthatoneoftheaccessroadswasexceedinglywetandwouldrequiresignificantworkandpermitstoupgrade.OnJune18GTacappliedforbulksamplingpermitsandfileditsnoticeofintenttofileanapplicationforaminingpermit.TheDNRandArmyCorpsofEngineersACoEhaverespondedtothecompanysbulksamplingapplicationwithlettersdescribinginformationtheyneedtodeterminewhatadditionalpermitsmayberequired.GLIFWCstaffhavebeenactivelycommunicatingissuesandconcernstotheWisconsinDNRandtheACoEabouttheexplorationandbulksamplingproposals.MichiganEagleMineKennecottMineralshasfinalizedthesaleoftheEagleMineandHumboldtMilltoLundinMiningaTorontobasedcompany.ConstructionofsurfacefacilitiescontinuesbutproductionwasdelayedinMayduetofallingmineralprices.GLIFWCcontinuestoconductwaterquantityandwaterqualitymonitoringneartheminesite.OrvanaCopperwoodOrvanaMineralsCopperwoodprojectnearWakefieldhasreceivedstatepermitsrelatedtothefillingofstreamsandwetlandsonthesiteinadditiontoastateminingpermitandawaterdischargepermit.AccordingtothecompanyswebsitebasedoncurrentassumptionstheCompanytargetsproductionstartuparound2014.Themainoutstandingissuesappeartoberelatedtofindingasourceofmineprocesswaterandobtainingadampermitforthetailingsbasin.GLIFWCstaffhavesubmittedextensivecommentsonvariouspermitapplica-tionsandcoordinatedwithLacVieuxDesertandotherinterestedtribes.MininginthecededterritoryAnupdateByGLIFWCStaffPenokeeHillsWis.TheLacCourteOreillesLCOTribehasestab-lishedaharvestingcamponIronCountylandsnearGogebicTaconitesproposedironminesitetoinventorynaturalre-sourcesconductarcheologicalworkandharvestasawaytodocumentalternativeusesofthearea.TuckedintothethickPenokeefor-estalongsidethefastflowingbubblingTylerForksRiverthecampisalsoatanhistoricOjibwevillageandthelandwasapartoftheallotmentsfortheBadRiverreservation.CamporganizersMelGasperandFelinaLaPointebothLCOtribalmembershavesetouttodocumentalltheresourcesavailableintheareatodemonstratehowimportantthislandistotribalmemberswhoareguaranteedbytreatytohavetherighttohuntfishandgatherinthecededterritory.Resourcedocumentationmayalsobeusefulinestablishingbaselineconditionsoftheareawhichisimportanttodobeforeanyminingworkbegins.PartoftheLCOharvestcampisalsodedicatedtocultivatingnativefoodandmedicinalplantspeciesfoundinthearea.AccordingtoGasperoneofthesquashplantsgrowingisfromseedsthatareoverahundredyearsold.Theseedswerefoundinaclaypotthatwasburiednearthecamp.Earlyarcheologicalworkhasturnedupotherclaypotteryshards.Thereareindicationsthattheremaybeburialgroundsintheareaaswell.LaPointeisalsoworkingtore-establishhistoricwalkingtrailsalongtheTylerForksRiverandothersnearthecampthatwereusedbytheOjibwe.Thesetrailswouldhavebeenusedtotravelbetweendifferentharvestingareas.Onetrailleadstoalargestandofcedartreesusefulformedicinalpurposeswhileanothermayhavebeenusedwhenhuntingdeer.Thesetrailswouldhaveconnectedotherseasonalharvestcampsinthearealikeasugarbushcampinthespringtoanearbyberrypatchusedinthesummer.WhilewalkingthesetrailsLaPointesaidsheencounteredspe-ciessignificanttotheOjibwecultureincludingapopulationofmishiike-nyagwoodturtlesfoundnestingnearthecamp.MishiikenyagareathreatenedspeciesinWisconsin.Theyprefercleanriversandstreamswithamoderatetofastflowthatareclosetowetlandsanddeciduousfor-estsmakingtheBadRiverwatershedanidealhabitat.Howeverminingimpactssuchaswaterdrawdownandfillinginofwetlandswithtailingswouldlikelyhaveanegativeimpactonthisspeciesenvironment.WhiletherightofthecamptoexistasithasonIronCountylandshasbeenasourceofcontentionforsomeissuesrelatingtoproperpermitsarebeingworkedoutbetweentheCountyandTribeatthistime.Whilesummermonthsaregreatforcampingfallandwinterconditionsmaypresentmorechallengingconditions.AskediftheyintendtostaythewinterL
