PAGE17MAZINAIGANWINTER2013-2014ENFORCEMENTWaterfowlschoolteachesbirdi.d.AlsobuildsrelationshipsLieutenantEddieGuyercentersharedculturalinformationwithGLIFWCOfcerHeatherNaigusleftandGLIFWCEnforcementChiefFredMaulsonduringatouroftheHoopaValleyIndianCommunitywhiletheywereonwildredutyinCaliforniasHumboldtCountylastsummer.PhotosubmittedImmaturefemalemallardwithunedgedconverts.Adultmalemallardordrake.ByTerryCarrickGLIFWCEasternDistrictWardenGLIFWCenforcementbenefitsfromDOJgrantsFredMaulson.OdanahWis.GLIFWCsEn-forcementDivisiongotahealthyboosttoitsprogramwithagrantawardfromtheDepartmentofJusticethisfall.WehavereceivedseveralofthesegrantsinthepaststatesGLIFWCsChiefofEnforcementFredMaulson.Theyhavehelpedustremendouslyespeciallyintheareasoftechnologyequipmentprocurementandadvancedtrainingtomonitoroff-reservationharvestinginthecededterritories.GLIFWCwasamongnumerousrecipientsoffederalgrantsfromtheDepartmentofJusticesCoordinatedTribalAssistanceSolicitationCTASfortribal-specificgrantprograms.TribesintheWesternDistrictofWisconsinwereawarded2.8millioninassistancefortribalpreventionandlawenforcementeffortsaswellasservicestovictimsandyouthprograms.Atotalof90millionwasawardednationallyto110AmericanIndiantribesAlaskaNativevillagestribalconsortiaandtribaldesignatednon-profits.GLIFWCsEnforcementDivisionreceived348095forpublicsafetyandCommunityOrientedPolicingCOPSactivities.Maulsonsaysthecurrentgrantwillhelpsupportapositionforayouthoutreachofficerwintersurvivaltrainingandequipmentupgradessuchasthermo-imagingcamerasnightvisiongearaswellassomeneededATVsnowmobileandinlandboatreplacements.ThenewpositionforyouthoutreachofficerisdesignedspecificallytoreachNativeyouthfrommembertribeswholiveonorofftheirreservationsandin-volvetheminoutdoorhuntingfishingandgatheringactivities.EssentiallyweteachNativekidsabouttheirtreatyrightsaswellasintroducethemtotheskillstheyneedtoexercisethoserightsinthefutureMaulsonsays.Maulsonexpectstoinvitecounter-partsfromstateandcountyenforcementtoparticipatewhenthewintersurvivaltrainingtakesplace.Itispartofaspiritofcooperation.Whenourenforcementcapabilitiesareenhancedsurroundingcommunitiesalsobenefit.GLIFWCofficersparticipateinnumerousenforce-mentactivitieswithotheragenciessuchassearchandrescuecoldwaterrescueanddrugbustshesays.OthergrantrecipientsincludedGLIFWCmembertribesLacCourteOreillesLacduFlambeauRedCliffandSt.CroixfortheirCOPSprograms.SueEricksonGLIFWCintheHoopaValleyHumboldtCountyCalif.Duringthe2013wildlandfireseasonGLIFWClawenforcementofficerswereonceagaincalledtohelpprovidesecurityassummerfiresragedinnorthernCalifornia.TheCorralComplexFirebroughtfourGLIFWCofficerstoHumboldtCountywheretheypartneredwiththeHoopaValleyIndianCommunitytoprovideprotectionforitsmembers.Duringtheirthree-weekstintoffiredutyGLIFWCofficerswerealsotreatedtoatasteofHoopaculture.WearehappytohaveGLIFWConourland.Theyaregreatatunderstandingourpeopleandourways.TheyworkwellwithourcommunitywhilewebattlethethreatofthisfirestatedHoopaValleyPoliceLieutenantandmemberEddieGuyer.Thefireblazedthrough12500acresbeforeitwasextinguished.ThesecuritydetailhadGLIFWCOfficerHeatherNaigusmanagingasecuritystaffof45.Thelargedetailwasrequiredduetosensitiveareasinvolvingmarijuanagrowsanddrugcartelactivityaddinganotherformofdangerbeyondthefireitself.Off-dutyGuyerinvitedChiefFredMaulsonandNaigustotourtheirtraditionalgroundsandtheLittleHouseswherespiritualceremoniesareheld.PictureswereallowedoftheoutsideofLittleHousesbutnotoftheinsideortheBrushDancePit.HealsosharedstoriesaboutHoopatraditions.LocatedinavalleysurroundedbytheKlamathMountainsinHumboldtCountytheHoopaValleyIndianTribeisoneoftheonlyareatribesnotrelocated.Theydonotholdpowwowsbutstillpracticethetraditionaldanceceremoniesfromtheirancestors.OnesuchceremonywastakingplaceatthetimeofthefirecalledtheCeremonyoftheWhiteDeerSkinDance.ThisceremonyheldonceeverytwoyearsisdancedfortherenewaloftheEarthandfeaturesaBoatDance.ThemenofthecommunitydanceindugoutredwoodcanoeswhilefloatingdowntheTrinityRiverthatrunsthroughthevalleystoppingatsevendifferentcampsalongtheway.GLIFWCofficerswereinvitedtowitnessthisspecialeventnotnormallyviewedbynon-residentsofHoopaValley.GuyeralsoenlightenedGLIFWCOfficersontheHoopabeliefoftheoldmanonthemountaincommonlycalledBigfootbyothers.Webelieveinhimbutwedontlookathim.IfyoudoitissaidyouwillgocrazyGuyerexplained.AnotherbeliefoftheHoopaValleyTribeinvolvestheLittlePeoplewhocaredfortheirmountains.Guyerexplainedhowtheywouldtakecareofhumanvisitorsonthemountainiftobaccoorcandywasleftforthem.Naigusmadesurethatallhersecuritystaffworkingonthemountainbroughtalongcandytoputout.GLIFWCLawEnforcementisthankfultotheHoopaValleyIndianCommunityfortheirhospitalityandforsharingtheirculture.Chi-MiigwechGLIFWCstaffMayvilleWis.DidyouknowthatmigratorybirdsareoneoftheleastsoughtafterresourcesbytribalmembersinthecededterritoryYetitisoneofthemostplentifulwehaveavailabletous.ThisOctoberIattendedWisconsinDepartmentofNaturalResourcesWaterfowlSchoolalsoknownasDuckSchoolinMayvilleWisconsinwithaclassofnewWisconsinstategamewardenrecruits.TherewereseveralwardensfromallacrossthestatelearningspeciesidentificationfederalmigratorybirdregulationsandmakingobservationsattheHoriconNationalWildlifeRefugeNWR.Speciesidentifica-tioninvolvedinformationonninedifferentpuddleducksoneswhichprefertotipinthewaterwithtailintheairandeatvegeta-tionandfifteendifferentdiverducksthatwilldiveforfoodwhichmayin-cludefish.Identificationwastaughtprimarilywithjustthewingofthebirdwhichisrequiredwingorheadtobeattachedtothebirdduringtrans-portation.Agoodtipforaharvestertokeepinmindisthatalthoughthedrakeofmostspeciesismorecolorfulthanthehenearlyintheseasonhemaynothavehisfullcoloringmakingithardtoidentifythesex.Agoodexampleisthemallardwhichisfoundthroughoutthecededterritory.Ifthedrakehasnotmaturedincoloringonecanlookatthewingforidentification.Thepicturesaboveshowtheblue-coloredareainthelowermiddleofthewingcalledthespeculum.Thewhitelinesabovetheblueonadrakewillstopneartheendofthebluefeathersonthehenthewhitewillextendbeyondtheblueandintothenextsetoffeathersortertials.ThroughouttheweekwemadeseveraltripstotheHoriconNWRwherethousandsofbirdswerepresenttopracticeon-the-wingflyingidentification.Scenariosweresetupforthelastdayoftraining.Howevertornadowarningsthenightbeforecoupledwithheavymorningraincutthedayshortandrecruitswereonlyabletoparticipateinafewsessions.Ihavebeeninvolvedwiththisrecruitclassonandoffforthelastfewmonthsandhavegottentoknowseveralofthesenewwardens.Duringourtimetogethertheyshowedinterestinunderstandingtreatyrights.WeasharvestersmaysomedaymeetthesewardensoutinthewoodsandIfeelconfidentthisgroupwilltreattribalmembersandnon-membersalikewithrespectandfairness.
