MAZINAIGANPAGE22WINTER2013-2014SELF-DETERMINATIONGICHIGAMIThewell-beingofGichigamisbiodiversityscrutinizedDetailedassessmentsprovidesignificantdataByJenVanatorGLIFWCGreatLakesProgramCoord.Withreservationandceded-terri-torylandslocatedthroughouttheLakeSuperiorbasinTribalgovernmentsandFirstNationsarekeymanagersofLakeSuperiorplayingwideandactiverolesinbinationalcoordinationandmanage-ment.WithinthisframeworkstafffromGLIFWCactasco-chairoftheHabitatandWildlifeCommitteestakingalead-ingroleinthedevelopmentofboththeAssessmentandtheStrategy.TheHabitatandWildlifeCommit-teesoftheLakeSuperiorWorkgroupoftheBinationalProgramtoRestoreandProtectLakeSuperiorincoordinationwiththeNatureConservancyofCanadarecentlycompletedthetwo-volumeABiodiversityConservationAssessmentforLakeSuperior.VolumeIprovidesanassessmentofbiodiversitythroughouttheopenwatersofLakeSuperioranditsislandscoastalareasandthewatershedsoftributar-iesthecurrentstatusofbiodiversitytargetspotentialthreatstobiodiversityandthestrengthofeachthreat.VolumeIIprovidesthesameassessmentbrokendowninto20regionalsummariestoal-lowamorefocusedanalysis.ThebiodiversityassessmentisthefirststepintheCommitteesworktodevelopanewLakeSuperiorBio-diversityConservationStrategy.OncecompletedthisConservationStrategywillfulfillanobligationofthenewGreatLakesWaterQualityAgreementGLWQAandprovideenvironmen-talmanagerswithanimportanttooltoguidemanagementdecisionsregardingbiodiversityconservation.TheGLWQArequiresthattheStrategybecompletedbyFebruaryof2015.ThefederalgovernmentsoftheUnitedStatesandCanadaalongwithTribalStateandlocalgovernmentshavepartneredtogetherineffortstoconserveandrestoreLakeSuperiorsbiodiversityforovertwentyyears.ProtectingandrestoringbiodiversityisimportanttotheoverallhealthofLakeSuperioreachspeciesinthebasinplaysanimportantroleinkeepingtheecosystemrunningsmoothly.Biodiversityisevenmoreimportantinthefaceofclimatechangeandincreasinglyfrequentlarge-scaleweatherevents.Ahealthyanddiverseecosystemismoreabletoadapttoandrecoverfromsuchevents.BothvolumesofthebiodiversityassessmentcanbefoundontheNatureConservancyofCanadaswebsitewww.natureconservancy.caen.Livingtraditionallifequestforself-determinationisinternationalVisitorsfromJapanandPerucounselwithTribesGLIFWCstaffByCharlieOttoRasmussenStaffWriterMoleLakeWis.Theconnectionregisteredallalongtheu-shapedtablethroughknowingsmilesandgrim-facednods.The10-personVoigtIntertribalTaskForcemostwitnesstothetroubleddecadesofagenerationagolistenedcloselytothefortunesoftraditionalhuntersinJapantheMatagiandAinupeople.ThenationalgovernmentimposesunilateralregulationswhichoftendoesnotworkwellwithtraditionalhunterssaidMistuTakahashiUniversityofToyomaProfessorofLaw.Theycanreceivefinesandthereareforfeitures.Itsabigproblem.FortheTaskForcerepresentativesandothersintheroomitwasapagetornfromGreatLakesOjibwehistorybooks.IfyoureunderthejurisdictionofthestatetheywantyoutofollowtheirhuntingandfishingrulessaidFredDakotaKeweenawBayIndianCommunity.Itsonlyrecentlythatwevegainedourrightsagain.Mitsuandhisthreecompanionsprofessionalsincultureandwildlifeman-agementtraveledtonorthernWisconsininearlyOctobertobetterunderstandthetreatyrightsexperienceofOjibwepeople.ItsthesecondtripforMitsuinthreeyearstomeetwithGLIFWCrepresentativesandstaff.NewvisitorsincludedDr.GoheiUedaDr.IppeiEbiharaandProf.HiromiTaguchianexperiencedtrapperbearhunterandanthropologist.Japanishometobothblackandbrownbearswildboarandsikadeer.HiromisaidasalientpointofdisconnectisthattheJapanesegovernmentviewshuntingasasportandaprivilege.TheAinuandMatagiwhoresideinnorthernmostJapanapproachhuntingasaceremonialrightpartofalifewayrootedcenturiesbeforetheriseofmodernJapan.Intraditionalhuntingcommunitiesthereareceremoniesespeciallywhenyoushootbiggamelikebear.ThereisaceremonysendingthebearsspirittotheMountainGodandaskingherforthebeartocomebackagainsaidHiromithroughMitsuwhoservedasinterpreterforthegroup.TraditionalpeopleinJapanusesakeasyouusetobaccoduringceremonies.Sakiscommonlyknownasricewine.AnumberofAinuhavechallengedthegovernmentincourttorecovertheirancestrallandincludingfishingandhuntinggroundsbuthavebeenunsuccessfulinswayingthegovernmentjudiciaryMitsusaid.ThepriceAinupayforfollowingancientharvestguidelinescanbehighandincludejailtime.Basicallyourguncontrolregulationisveryverystrict.OnceyougetcaughtinviolationofnationalgamelawsyourenevergoingtobeabletogetagunagainMitsusaid.WhiletheAinuremaininadifficultpositionMitsusaidthereareafewpositivedevelopmentsthatofferobserverssomehope.TheJapanesegovernmentpassedaresolutiontodiscontinueassimilationpoliciesthinkearly20thCenturyboardingschoolsinAmericaandnowrecognizeAinucultureasdistinctfromtherestofJapan.HiromicontinuesworkatorganizinganannualsummitoftraditionalhunterstostrategizeandpoolresourcesinsupportoftheAinulifeway.Thenumbersoftraditionalhuntersarenotthatmany.Informerdaysthereusedtobeafamilylineageofhunters.ThetrueoldreligioniskeptinsomeoftheseruralvillagesbutitsdyingoutMitsusaid.CeremonialbearfestivalsheldbytheMatagiandAinupeopleofJapanaredirectedtotheMountainGodthanking
